Because in Chapter 3 he says that the being-present-in-this-or-that-singular does not belong to the proper ratio of the Essence, i.e. that it is not a necessary constituting aspect of the Essence. And in Chapter 2 he says that the whatness is received in designated matter (as substrate). There he also says : but designated matter is not that by which man is man.
